34、消防預(yù)案為類似消防預(yù)案的編寫提供了一種模式，可以借鑒和參考。辦公及生活區(qū)地理位置分析及居民分布情況我們的辦公及生活區(qū)所處的位置為成都市三環(huán)路與成渝高速之間楊柳村四組四川冶金物資儲(chǔ)運(yùn)公司內(nèi)。我們?yōu)樽庥盟拇ㄒ苯鹞镔Y儲(chǔ)運(yùn)公司辦公樓及生活設(shè)施。辦公及生活區(qū)平面位置及人員分布見附圖所示，辦公樓為五層磚混結(jié)構(gòu)，耐火等級(jí)為二級(jí)，場(chǎng)內(nèi)其他建筑物為磚砌體結(jié)構(gòu)，房與房之間間距較大，房間為木門窗，房間內(nèi)為涂料簡(jiǎn)易裝修，未儲(chǔ)存易燃易爆物品。場(chǎng)地較為開闊，人員較

35、少。人員主要分為四部份：本單位職工、四川冶金儲(chǔ)運(yùn)公司職工、零散租房戶、附近居民。引起火災(zāi)的潛在主要原因未正確使用火種，吸煙（亂扔煙頭） ，燃燒東西；未正確使用家用電器；使用電器功率過大，使線路過載；配電裝置損壞；線路老化；雷擊；應(yīng)急救援機(jī)構(gòu)設(shè)置1、應(yīng)急救援機(jī)構(gòu)根據(jù)本項(xiàng)目現(xiàn)有人員進(jìn)行設(shè)置，救援目標(biāo)為辦公及生活區(qū)內(nèi)由于各種原因引起的火災(zāi)及附近居民房火災(zāi)所誘發(fā)的對(duì)本項(xiàng)目所在地的影響。應(yīng)急救援機(jī)構(gòu)如下圖所示：2、各級(jí)人員職責(zé)總指揮組織消防檢查,

36、監(jiān)督檢查消防隱患整改情況；批準(zhǔn)落實(shí)消防設(shè)施及應(yīng)急救援物資配備；全面負(fù)責(zé)火災(zāi)現(xiàn)場(chǎng)的指揮，協(xié)調(diào)及搶救工作，當(dāng)總指揮接到火災(zāi)報(bào)警后，應(yīng)再次接報(bào)119及120，確保火災(zāi)信息的準(zhǔn)確傳遞，并上報(bào)公司一級(jí)尋求外援；當(dāng)消防隊(duì)未到時(shí)，總指揮應(yīng)積極組織應(yīng)急滅火隊(duì)對(duì)火災(zāi)現(xiàn)場(chǎng)進(jìn)行初期控制，防止火勢(shì)蔓延；積極組織應(yīng)急疏散人員疏散被困人員，并通知附近居民有序撤離，對(duì)危險(xiǎn)區(qū)域設(shè)置警戒線；積極組織應(yīng)急救援醫(yī)療人員對(duì)受傷人員進(jìn)行現(xiàn)場(chǎng)力所能及的初步處理；當(dāng)消防隊(duì)到達(dá)時(shí)，接
