簡介:分類號密級UDC編號桂林電子科技大學碩士學位論文題目我國高等教育財政支出績效評價體系研究英文ASYSTEMSTUDYONPERFMANCEEVALUATIONOFHIGHEREDUCATIONFINANCIALEXPENDITUREINCHINA研究生姓名孟令君指導教師姓名、職務曾繁榮(教授申請學科門類管理學學科、專業(yè)管理科學與工程提交論文日期2008年12月論文答辯時間2009年6月年月日摘要摘要知識經濟時代,高等教育成為政府支出的一個重要領域。自20世紀90年代以來,國家日益重視高等教育事業(yè)發(fā)展,高等教育財政支出穩(wěn)步增長。另一方面,國家財政性高等教育經費撥款遠不能滿足高等教育的需求,高等教育支出的利用率比較低下,資源浪費現象嚴重。因此,如何保證高等教育財政資金公平與效率的使用,已引起社會各界的廣泛關注?;谶@一問題,我國財政部門以及一些學者對高等教育財政支出的績效評價進行了一系列的實踐和理論探索。目前,我國理論界對此問題的研究日趨成熟,形成了不少理論成果,但也存在不少問題。突出表現在實證研究較少,尤其是將理論上提出的績效評價體系運用科學的方法進行驗證的更少。正是基于這種情況,本文一方面致力于構建一套較為科學完整的高等教育財政支出績效評價體系,同時又注重通過案例研究檢驗其實際效果,力求在理論闡釋和體系應用上均有所突破。本文由六個部分組成第一章是導論部分,主要闡述了選題的背景和意義,關于高等教育財政支出績效評價的相關概念,以及國內外在這一領域的研究現狀。第二章是本文的理論框架,首先運用公共支出基本原理對高等教育財政支出進行理論分析,然后再對高等教育財政支出績效評價進行理論分析。第三章是我國高等教育財政支出績效評價的問題分析。這一章首先對高等教育財政支出問題進行分析;然后對目前我國高等教育財政支出績效評價存在的問題做出分析。第四章是我國高等教育財政支出績效評價體系的構建。進行構建之前,首先對美國、英國、日本等發(fā)達國家在高等教育財政支出績效評價方面積累的豐富經驗和成功做法進行回顧,以及對我國高等教育支出績效評價的啟示。接著將構建的體系分為制度規(guī)范、績效目標和評價標準體系、指標體系以及計分方法和主體選擇,為下面C大學的案例分析奠定了理論基礎。第五章是對高等教育財政支出績效評價的案例分析。利用國內某重點高校的數據對第四章所構建的高等教育財政支出績效評價體系進行應用,以檢驗該體系的科學性、合理性。第六章是本文的結論、不足之處和研究展望。依據前文的研究,得出本文的基本結論,總結出研究中的不足。與此同時,本章也對研究展望予以了詳細說明。關鍵詞高等教育財政支出;績效評價;體系研究;案例分析–I–

簡介:經過二十多年的改革和發(fā)展,我國己進入工業(yè)化中期階段,目前正處在結構調整、產業(yè)升級的關鍵時期。但從總體上看,從業(yè)人員的技術水平低,仍然是制約我國經濟高速、健康發(fā)展的“瓶頸”因素之一。以高技術產業(yè)為支柱、以智力資源為依托的知識經濟的興起,對人才的技術要求更表現出了多樣化的特點。而我們不得不面對的一個現實情況是一方面是企業(yè)求才若渴,另一方面是職業(yè)教育畢業(yè)生無處可用,這正是我國現代高等職業(yè)教育與社會經濟不能和諧發(fā)展的深層次矛盾的具體表象。本文從對象上看是對高等職業(yè)教育就業(yè)導向的研究,但選擇的視角是比較研究,以德國高等職業(yè)教育發(fā)展的歷程、取得的成效以及隨著社會經濟的發(fā)展所面臨的實際問題進行分析,并與我國高職教育的發(fā)展現狀進行比較,得出高職在變革與發(fā)展過程中的共同規(guī)律及發(fā)展趨勢。在對整體完成比較之后,收攏視線,投注于當前我國高職發(fā)展中的實際問題并予以分析,指出發(fā)展以就業(yè)為導向的高等職業(yè)教育的改革發(fā)展之路,并就具體的操作手段及措施進行分析,以解決近期中國高等職業(yè)教育發(fā)展中的現實問題。最后本文的結論是以就業(yè)為導向,發(fā)展目前仍很薄弱的高等職業(yè)教育,造就適應社會經濟發(fā)展需要的高素質的勞動者,不僅是時代的迫切需要,也是歷史的必然選擇。

簡介:南京農業(yè)大學碩士學位論文普通高等學校繼續(xù)教育可持續(xù)發(fā)展研究姓名王詩平申請學位級別碩士專業(yè)農村與區(qū)域發(fā)展指導教師應瑞瑤200805普通高校繼續(xù)教育可持續(xù)發(fā)展研究展趨勢。第三部分,研究分析了國外繼續(xù)教育的經驗及對我國普通高校開展繼續(xù)教育的啟發(fā)。通過研究分析,認為國外繼續(xù)教育值得我們學習與借鑒的經驗有教育觀念的轉變,政府要高度重視繼續(xù)教育的立法工作;要有健全的繼續(xù)教育組織機構和良好的運行機制;繼續(xù)教育要與經濟、社會緊密結合,要直接反映科技和工商業(yè)教育發(fā)展的需要;要通過不同途經,增加成人終身學習的機會,使民眾隨時隨地想學就能學;良好的多渠道的經費籌措機制;現代化教育技術的廣泛運用等。第四部分,研究分析了我國普通高校繼續(xù)教育的現狀和存在的問題。從目前我國普通高校繼續(xù)教育的現有形式、辦學理念、辦學定位、辦學質量、師資等方面進行研究分析,找出我國普通高校繼續(xù)教育存在的問題。第五部分,研究結論與對策建議。在總結論文研究基本結論的基礎上,提出了我國普通高校繼續(xù)教育可持續(xù)發(fā)展的對策和建議。通過研究認為,要實現我國普通高校繼續(xù)教育的可持續(xù)發(fā)展,除了必須對普通高校繼續(xù)教育重新定位,必須進行繼續(xù)教育布局結構的戰(zhàn)略調整外,還要對目前普通高校繼續(xù)教育的管理和運行機制進行創(chuàng)新,使繼續(xù)教育步入良性發(fā)展軌道;要加強繼續(xù)教育資源與辦學形式的創(chuàng)新,不斷拓寬辦學空間;要大力打造特色品牌培訓項目,不斷提升人才培養(yǎng)層次;要增強辦學的針對性,不斷提高辦學質量;要加強師資隊伍建設和進行教育手段的創(chuàng)新,從而達到繼續(xù)教育的可持續(xù)發(fā)展。關鍵詞普通高校;繼續(xù)教育;可持續(xù)發(fā)展N
